Differentiating (Historic) Responsibilities for Climate Change

Summary/Abstract

The report recognizes two distinct kinds of responsibility–strict (or unlimited) responsibility, and limited responsibility–which are based on cumulative historic emissions of the greenhouse gases CO2, CH4 and N2O.
